Program Development Specialist

Agricorp is looking for a Program Development Specialist to join our Program Development and Readiness department within the Program Development division. Agricorp's Program Development division interprets and synthesizes agricultural and business knowledge to ensure Agricorp delivers effective and sustainable risk management programs for Ontario producers.

The Role

The Program Development and Readiness department helps manage product performance and relevance by leading in the development, maintenance and enhancement of Agricorp's products and programs through to effective program delivery or official project closeout. The Program Development Specialist uses Agricorp's project management methodology to attain efficiencies and manage quality of deliverables. In this role, you will:

  • Act as the Program Development lead for assigned projects, participating in the development of new products and programs, including the completion of needs and business impact assessments, such as risk assessments
  • Collaborate with Program Development managers to coordinate resources, project input, and project deliverables
  • Lead in the development, negotiation, and confirmation of Agricorp's position with the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) and with external commodity groups to gain consensus on service agreements, obtain internal stakeholder sign-off, and update program guidelines as assigned
  • Proactively manage projects within Program Development and develop project life cycle documents in accordance with Agricorp's Corporate Project Management Office (CPMO) and guidelines and standards, including project ideas and charters, implementation, close-out plans, briefing notes and business cases
  • Establish and maintain working relationships, ranging from strong to critical depending on the size and scope of the project, across Agricorp divisions, departments and management, as well as with agricultural commodity groups to understand and influence stakeholder buy-in
  • Develop and document internal processes in collaboration with subject matter experts from across the business, considering the integration of policy, design and program delivery
  • Proactively identify and resolve issues, drawing on program agreements, legislation, technical skill, policies and procedures, specialized agricultural knowledge, industry stakeholder relationships, previous experience and precedents, and collaboration with colleagues for approval by key internal stakeholders
  • Write high-level business cases and program evaluations to support program recommendations based on internal and external stakeholder requirements for consideration in the planning process
  • Liaise regularly with internal stakeholders to formulate project budgets based on deliverables, status reports on project spending, and the identification and mitigation of variances

Qualifications

  • Bachelor's degree in business, agriculture or science, or equivalent education and experience
  • Five years' experience in the product development discipline
  • Proficiency with project management methodologies and business analysis tools and techniques
  • Agricultural experience and specific knowledge of program delivery processes an asset
  • Project Management (PMP) designation an asset
