Who can apply to CAIS?
An individual (partners in a partnership participate as individuals) or entity is eligible to participate in the CAIS program if, in the program year, the producer:
- carried on the business of farming in Canada and reported farming income (or loss) for income tax purposes
- completed a minimum of six months of consecutive farming activity
- completed (or attempted) a production cycle.
A Status Indian farming on a reserve who does not file returns for income tax purposes is eligible to participate providing that he/she can supply the equivalent information.
Can farms with supply-managed production apply to CAIS?
Farms with supply-managed sales such as dairy or poultry farms are eligible to apply to CAIS, the same as a cattle or cash crop producer.
Payments to supply-managed producers may be adjusted/reduced to reflect the supply-managed portion of their farm. If the margin decline is less than 30 percent of the reference margin (Tiers 1 and 2) then the supply management adjustment is applied. If the margin decline is greater than 30 percent of the reference margin (Tier 3) then no supply management adjustment is applied to any portion of the program benefits.
