Grain Financial Protection Program

Eligibility 

Producer responsibilities

  • Store grain at licensed elevator operators
  • Sell grain corn, soybeans, wheat and canola to licensed dealers
  • Ensure that you receive weigh tickets or grain receiving vouchers for each delivery
  • Ensure that you receive your grain storage receipt within 45 days of delivery, or within five days of your request
  • Ensure that your grain storage receipt is signed by the elevator operator and that it shows the expiration date, charges and other agreements
  • Ensure that your payment is issued on time, within 10 days for all deliveries
  • Ensure your payment is issued the next day for all sales out of storage
  • For “basis contracts,” ensure that your payment for 75 percent of the market price is issued within 10 days (or the next day for sales out of storage)
  • Cash your cheque within five banking days
  • Report all delayed payments to the underwriter for the Grain Financial Protection Program. Deferred payments may result in the denial of a claim. 

Grain dealer responsibilities

  • Hold and post a valid grain dealers’ licence
  • Deduct check-off fees and remit to appropriate commodity associations each month
  • Maintain all records for two years
  • Maintain a numeric file of all weigh tickets
  • Pay producers within 10 days of delivery
  • Pay producers by 2 p.m. of the next day if the sale is from storage
  • Pay producers 75 percent of the current market price on account, if sold on a basis or delayed price contract
  • Settle the remaining 25 percent by 2 p.m. of the next day, when a contract is completed
  • Comply with all terms and conditions established by the Chief Inspector

Elevator operator responsibilities

  • Hold and post a valid elevator operator licence
  • Issue a weigh ticket for each load of grain when crop is received
  • Maintain numeric file of all weigh tickets and all grain storage receipts
  • Maintain sufficient amounts of grain of each kind and grade to cover storage obligations
    Issue grain storage receipts within 45 days of first delivery or five days if requested
  • Maintain insurance coverage on grain to cover storage obligations
    Provide safe and full access to facilities for inspection
