Licences for grain dealers and elevator operators

New licence applications

If you are applying for a grain dealer or elevator operator licence for the first time:

  1. Call us at 1-888-247-4999​. The Grain Financial Protection Program underwriter will answer your questions and direct you to the Dealer Information Manual, which provides full details about what you need to do to obtain a licence.
  2. Send us the correct forms along with a cheque for your fee.

Agricorp field staff will inspect your premises. If you meet all licensing criteria, we will issue a licence.

Licence renewals

Your grain dealer or elevator operator licence expires six months after your fiscal year-end. Each year, 90 days before it expires, we will send you a renewal package.

Review your personalized application forms and make changes, if necessary. Return all forms in your package, along with your fee and financial statements. You must apply at least 60 days before your license expires.

When we have reviewed and approved the application, we will send you your renewed licence. Your licence must be displayed at your business operation.

Permits for elevator operators

Shortfall permits

Elevator operators must notify Agricorp if they are going to be in a shortfall position (not enough grain inventory to meet your obligations).

If you think you are going to be in a shortfall position:

  1. Contact the underwriter for the Grain Financial Protection Program.
  2. Submit your Application for a shortfall permit and your $150 fee.
  3. The inspector will visit your premises and conduct an audit.
  4. You will be required to post financial security for the value of the shortfall.

Offsite storage permits

If you plan to store grains and oilseeds on unlicensed premises, you must apply for a permit. Inventory stored in facilities without an approved off-site permit cannot be counted by the inspector to cover your storage obligations.

To apply, send Agricorp your completed Application for permission to store on unlicensed premises, along with an insurance endorsement showing full coverage for the offsite location(s) and a copy of the signed lease agreement (if applicable).

The lease agreement must include the lease term, the name and address of the lessor, and the location and capacity of the facilities. The facilities must also meet health and safety requirements to enable the inspector access to the location.
